Bernard Koh

Assistant Chief Executive, Public Utilities Board (PUB), Singapore

Mr. Bernard Koh is the Assistant Chief Executive in PUB, Singapore’s National Water Agency. In this role, he oversees PUB’s Future Systems & Technology cluster to future-proof our water systems through leveraging on Research & Development (R&D) to accelerate the deployment of technology in operations.

Bernard joined PUB in 1994 and has extensive operational experience across the entire engineering value chain. In his previous position as Director of Water Supply (Plants) Department, he was responsible for the operation and maintenance of Water Treatment and Desalination Plants, including the management of the companies who are operating and maintaining plants under PUB’s Design, Build, Own and Operate (DBOO) model.

Bernard led the Water Systems Unit in 2009 and he was responsible for the overall system reliability, resilience and optimisation of PUB’s operations.

Bernard graduated with a Bachelors’ Degree in Electrical Engineering from Nanyang Technological University in 1994 and has a Masters in Electrical Engineering from National University of Singapore in 1999. He is a registered Professional Electrical Engineer with the Singapore Professional Engineers Board and a Chartered Engineer(Systems Engineering) with the Institution of Engineers Singapore.

Bernard Koh is a member of Emerald’s Global Water Impact Fund Advisory Council.
